Role Purpose
To lead strategic workforce relationships with healthcare, private and public organisations
across the UK and Ireland and beyond, helping clients strengthen staffing supply, improve
operational efficiency, enhance governance and compliance, and deliver workforce
transformation initiatives.
The Director of Workforce Partnerships will function as a trusted strategic advisor to
healthcare, private and public organisations, collaborating with executive stakeholders to
design and deliver workforce solutions including Neutral Vendor, Master Vendor, Managed
Staff Services and Direct Engagement models.
The role will focus on developing long-term client, supplier and workforce relationships that
enhance workforce experience, optimise workforce supply models, and help shape safer,
more sustainable workforce systems and solutions through innovation, collaboration and
workforce intelligence.
Key Responsibilities
Strategic Client Leadership
• Build trusted executive-level relationships with NHS Trusts, HSC organisations,
private healthcare providers, private and public sector organisations and framework
bodies.
• Serve as the senior strategic lead across key client accounts.
• Understand client workforce pressures, operational risks, and strategic priorities.
• Advise clients on workforce solutions aligned to organisational objectives and
workforce challenges.
• Lead executive governance meetings, workforce reviews, and strategic account
discussions.
• Manage senior client escalations and support resolution planning.
Workforce Supply & Optimisation
• Help organisations strengthen staffing supply and reduce workforce gaps.
• Partner with clients to improve fill rates, deployment efficiency, and workforce
utilisation.
• Optimise temporary staffing models across agency, bank, and direct engagement
supply routes.
• Identify opportunities to reduce agency spend and improve operational performance.
• Use workforce intelligence, market insight, and operational trends to support
workforce planning.
• Support organisations in leveraging workforce data, digital tools, and workforce
intelligence to improve planning, deployment, and operational decision-making.
• Apply workforce analytics to support evidence-based workforce decision-making.
Workforce Transformation
• Lead the strategic implementation and development of Managed Staff Services,
Neutral Vendor, Master Vendor and Direct Engagement workforce solutions.
• Workforce optimisation solutions
• Guide clients through workforce transformation and service redesign initiatives.
• Drive process improvement, digital enablement, and service innovation opportunities.
• Support implementation of workforce technologies and analytics platforms.
Supply Chain & Workforce Engagement
• Develop strong relationships with agency suppliers, workforce partners, and flexible
workers.
• Strengthen high-performing, compliant and responsive workforce supply chains.
• Monitor supplier performance, workforce quality, and engagement metrics.
• Promote positive workforce experience across temporary, bank and flexible
workforce models.
• Lead initiatives that improve candidate engagement, retention, and redeployment.
• Collaborate with suppliers and workforce partners to improve workforce continuity
and service quality.
Governance & Compliance
• Advise clients on workforce governance and compliance best practice.
• Ensure workforce solutions align with framework requirements, regulatory standards,
and contractual obligations.
• Monitor workforce risks, supplier performance, and operational compliance
standards.
• Contribute to safe staffing and workforce quality improvement initiatives.
• Work closely with internal compliance and operational teams to maintain high
standards of governance.
Workforce Experience & Development
• Partner with clients to support workforce retention, engagement and wellbeing
initiatives.
• Identify workforce development opportunities and collaborate with education, training,
and workforce partners where appropriate.
• Support the integration and development of flexible, temporary and international
workforce models.
• Promote workforce solutions that improve organisational performance, workforce
experience and retention.
Sector Leadership & Partnerships
• Represent 1-Experience Managed Services within healthcare, private and public
sector workforce networks, strategic partnerships, and industry forums.
• Build collaborative relationships across workforce, and workforce transformation
communities.
• Contribute to discussions on workforce innovation, workforce sustainability, and
future workforce models across all sectors.
• Promote the organisation as a trusted strategic workforce partner within the UK and
Ireland markets and beyond.
Commercial Growth
• Support the growth and expansion of strategic client accounts.
• Identify opportunities to extend workforce solutions across existing and new
organisations.
• Contribute to framework bids, tenders, and commercial proposals.
• Support revenue growth, client retention, and long-term account development.
• Ensure workforce solutions deliver measurable value, operational efficiencies, and
service improvement outcomes.
Leadership & Collaboration
• Collaborate across the wider 1-Experience Workforce Group structure.
• Promote alignment between recruitment, workforce solutions, training, compliance,
and workforce development services.
• Lead with professionalism, integrity, and a relationship-focused approach.
• Foster a culture of innovation, collaboration, and continuous improvement.
Person Specification
Essential Experience
• Significant senior experience within healthcare workforce solutions, MSP, Neutral
Vendor, Master Vendor, staff bank, or healthcare recruitment environments.
• Strong understanding of NHS and/or HSE workforce challenges and temporary
staffing models.
• Experience managing executive-level healthcare client relationships.
• Experience leading workforce transformation initiatives and strategic workforce
accounts.
• Strong commercial, operational and stakeholder management capability.
• Strong understanding of workforce governance, compliance, and framework
requirements.
• Experience using workforce analytics and reporting to support operational and
strategic decision-making.
• Experience managing supplier relationships and workforce supply chain
performance.
Desirable Experience
• Experience within workforce consultancy or workforce transformation environments.
• Understanding of Direct Engagement and staff bank models.
• Experience with workforce technology, VMS or ATS systems.
• Knowledge of UK and Ireland healthcare, private and public sector workforce
markets.
• Experience supporting workforce development, retention, or workforce engagement
initiatives.
